Resurgence Hall Charter School: Review the academic dashboard, which includes schoolwide enrollment, attendance averages, demographic data, RHCS entry year, attrition rate, and reason for both students and staff, school climate indicators, and parent engagement indicators and staff engagement indicators.

Resurgence Hall Charter School: FY26 January Financials

  • Forecast increased to approximately $983,706 driven by savings from unfilled positions and interest expense reconciliation, partially offset by added services and supplies costs
  • Grant drawdowns have not yet occurred; holding until midterm allotments are released
  • Ended January with $6.57M in cash on hand
  • Projected to end FY26 with 401 days cash on hand, significantly exceeding the 60-day benchmark
  • FY25 Comprehensive Performance Framework fiscal viability score: Meets Standards (90 points)
  • FY26 SCSC dashboard indicates continued strong financial performance across all key metrics


Resurgence Hall Middle Academy: FY26 January Financials

  • Forecast increased to approximately $487,758 due to role consolidations and interest expense reconciliation, with some unbudgeted expenses in counseling, security, and instructional supplies
  • Grant drawdowns have not yet occurred; awaiting midterm allotments
  • Ended January with $2.78M in cash on hand
  • Projected to end FY26 with 240 days cash on hand, well above the 60-day benchmark
  • FY25 Comprehensive Performance Framework fiscal viability score: Meets Standards (90 points)

Refinance

  •  PNC provided an overview of bond financing as a long-term refinancing option, including how charter schools can leverage tax-exempt bonds to secure more stable, fixed-rate debt structures
  • Current rate environment was discussed, noting higher interest rates than prior years but opportunities to refinance strategically as market conditions shift
  • Timing considerations included aligning refinancing with loan maturity, market windows, and organizational readiness to ensure optimal terms
  • PNC shared their experience and track record in charter school lending, including structuring facility financing for high-performing schools and CMOs
  • Discussion included next steps and considerations for Resurgence Hall, including evaluating refinancing scenarios, potential savings, and long-term facility strategy
  • Recommendation to establish a committee to support research of options and selection of path forward

Bylaws Update

  • Proposed amendment allows Directors to serve up to three consecutive two-year terms (six years total), followed by a required one-year rotation off the Board
  • Amendment applies prospectively, with current Directors eligible to serve up to two additional two-year terms regardless of prior service
  • Board discussed the importance of balancing continuity and institutional knowledge with strong governance practices and clear term limits
  • The amendment was recommended for approval, with updated bylaws to take effect immediately upon adoption
